If you want PvP and raiding to have any sort of balance then take these out of the game. It will be best for faction wars. So many servers are ruined by the cancer that is gold apples and potions.
I like potions, but gold apples I felt were a bit much. Considering that the material from the nether is limited in faction wars, why don't we just have the materials necessary for instant healing potions be removed? The potion of night eye is extremely useful for going underwater, as is the potion of water breathing. Both of those are plain useful.
God apples pretty much meant that big factions were unkillable to lesser factions. I'd like them gone, but I'd like to keep the potions that are more utility, like speed, night vision, or invisibility, since they don't really give an edge in combat.
It's all about keeping a balance, and I think the right way to do that with potions is to let these stay:
- Speed/Strength I
- Regeneration I
- Healing I
- Fire Resistance
- Night Vision
- Leaping
... and ban the rest. This lets potions take a role in combat, without it being the biggest role. If we're looking to appease both new and experienced players, this is the way imo.

Can't fucking agree more (besides I'd rather have their be no leaping)
