Absolutely not. Obsidian with a plugin like Obby Breaker will work on a number of hits basis. The obsidian will withstant some number of TNT hits, which through some intelligent system will be logged. After obsidian is hit a certain amount of times by TNT, the obsidian will break.
Assuming that the explosions are not hindered by water, which, assuming the water is in full contact with the face of the block, renders all explosion related block damage null.

Damage will be displayed on the obsidian block with cracks. The only way to repair a damaged block will be to mine it and replace it. An obsidian block destroyed by TNT will not drop and instead be removed.

If you mine the obsidian it goes into your inventory undamaged.
